Lernziele

At the end of the course students understand the reasons for state intervention in the field of public transport and have in-depth knowledge of the main organizational forms of public transport in Europe. They are able to evaluate and create relationships between transport authorities and operators regarding specific aims and to critically discuss current policy issues.

Beschreibung

PART A: Public Transport Organisation - Motivation, background and general concepts of regulation - Major issues of public intervention and regulation in public transport - Financing public transport - Typical organisational forms and their main evolutions - The need for coordination, integration of public transport services PART B: Contracting in Public Transport - Identification of aims, - Contract design: allocation of responsibilities and risks to operator and authority; obligations and rights of the parties - Awarding contracts - Quality management and contract monitoring PART C: Case studies and current issues, for the following PT markets: - UK - Scandinavia - The Netherlands - France - Germany - current issues in the context of the discussion of these PT markets
